But how do you get to that screen?
Edit a label style, on the "Layout" tab select a component, select Text contents, select the elipses (...), edit.
I mean this in all sincerity, the Text Component Editor is the most fundamental, most important dialog in Civil 3D. This carries all of the text components you are able to label in Civil 3D. If you are unable to find this, I would strongly recommend you complete the tutorials, and look into training.
